Clicking on header menu items (Issues, Projects, etc.) hides the top bar.

      Issue Summary

      When clicking on Issues, Projects, or other header menu items, if the dropdown menu is longer than the browser height, the top bar is hidden and the browser must be resized to have the top bar back. (Scrolling does not help)

      Affects Google Chrome.

      It happens even when using the minimum supported screen resolution 1024x768.

      Steps to Reproduce

      1. Create and favorite some filters will increase the Issues dropdown menu height.
      2. Resize the browser window to be smaller than the menu height.
      3. Click on Issues top menu item

      Expected Results

      Jira header menu (top bar) to be always visible and fixed at the top of the browser window.

      Actual Results

      Jira header menu (top bar) gets hidden and it is not possible to click on menu items.

      Workaround

      Resize the browser window and the top menu will be displayed again.
