Add a 'Notifications' button at Jira's main navigation bar

      Problem Definition

      Currently, Jira Cloud has this navigation menu, which includes a 'Notifications' button where users can see certain actions (e.g. user was mentioned or assigned to an issue).

      At the moment, the same functionality is not available for Jira Server and Data Center instances.

      Suggested Solution

      Implement this functionality on Jira Server / Data Center as well.
