Issue Summary

If the Integrity Checker encounters JSWSERVER-14736 or JRASERVER-4423, the link in the Integrity checker still references "JRA-4423" and the link does not resolve.

Steps to Reproduce

1. Run the Integrity Checker in an instance with an invalid field layout item. 
2. The Integrity Checker will return this error:

Check field layout schemes for references to deleted custom fields
ERROR: The field layout item with id ##### has a reference to the deleted custom field with id customfield_#####. (JRA-4423) 

1. The URL for the linked KB does not resolve.

Expected Results

The link redirects to JRASERVER-4423

Actual Results

The link does not resolve.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
