Issue Summary

Project Admin should share a filter or dashboard to a group without a group membership requirement.

Steps to Reproduce

1. Assign a user project admin roles to a project 
2. The user should be able to share a filter or dashboard to a group without a group membership requirement.

Expected Results

As a project admin, we should be able to share the  dashboard

Actual Results

Can share the Filter or dashboard

Note -: As per https://jira.atlassian.com/browse/JRASERVER-15900 

Currently, in order to share a filter or dashboard with a specific project role, the user must be in that project role. This means that a project administrator cannot create shared items for a project role unless they are also in that project role. 

As of now the only Global admin has privilege to do so but instead we need project admins as well
