Issue Summary

When accessing issue search view in Jira 8.13, a redundant vertical scrollbar appears (only when there is additional banner visible - here we have banner informing about administrative functions):

Steps to Reproduce

1. Install Jira 8.13
2. Add a couple of sample projects
3. Go to the issue search

Expected Results

Only one vertical scrollbar appears in the view on the right side.

Actual Results

Jira renders two scrollbars.

Workaround

Adding the following custom configuration to the Announcement banner removes the extra scrollbar:
