Pagination and refresh button are not directly visible when banner is used

      Issue Summary

      If any kind of announcement banner is used results summary in Issue Search is not directly visible and additional scrollbar is added.

      Steps to Reproduce

      1. Set any kind of announcement banner.
      2. Go to Issue Search and turn on the List Mode.

      Expected Results

      Pagination and refresh buttons always visible. No double vertical scrollbar.

      Actual Results

      Pagination and refresh button are hidden. Double scrollbar appears.

      Workaround

      Turn off the banner.
