In the application header navigation, collapse all plugin menu items into More by default

      Problem

      Instances with many Plugins/Apps can end up with a crowded application top navigation:

      As a Jira user, this can be distracting from Jira's core functionality.

      Suggested Solution

      As an administrator, I would like a General Configuration option to display all plugin menu items into the "More" submenu by default, just like it is when the browser window width is changed.
