Ability to modify the top menu

      Summary

      At the moment, the top menu (Dashboard, Projects, Issues, etc) are non-configurable. Some users prefer to have the ability to modify/re-order the items here. Additional configuration such as how many menu being shown before More is available helps too

      Allow users to modify/re-order the items in the top menu
