Issue Summary
Jira Data Center clustering features might be only partially enabled if there are non-breaking spaces in cluster.properties.
Using the tool hexdump it is possible to confirm these characters are present; look for the value c2 a0:
Steps to Reproduce
- Install a Jira Data Center license.
- Place a cluster.properties file containing special characters such as a Non-breaking space in JIRA_LOCAL_HOME. Here's an example file: cluster.properties-with-non-breaking-spaces.txt.
- Restart Jira.
Expected Results
Jira Data Center clustering features are enabled normally, including cache and index replication.
Actual Results
JIRA_SHARED_HOME will be enabled and used, but cache and index replication won't:

Workaround
Remove all non-breaking spaces from cluster.properties and restart Jira.
