Issue Summary

When editing a workflow, the action "Publish" is translated to "Kassera Utkast" in Swedish, which means "Discard Draft".

Steps to Reproduce

1. Under Administration>Settings>Internationalization: Change the default language to "svenska (Sverige)".
2. Under Admnistration>Issues>Workflows: Try to edit a workflow.

Expected Results

You should see two buttons, one to publish and one to disregard the draft.

Actual Results

Both buttons show "Kassera Utkast" which means "Discard Draft".

Workaround

Follow the steps in Install a custom language pack for Jira server to correct the translation.

1. Download the jar file for swedish language.
2. Unpack the Jar file.
3. Open the file jira-project-config-plugin_sv_SE.properties and modify the following line:
   admin.draft.action.publish=Kassera utkast
4. Pack everything back into a jar file.
5. Upload the jar file using Jira plugin manager.
