Summary

Creating an issue as a user with no Edit Issue permission fails when setting JPO Target Start and Target End fields during issue creation with the error:

we can't create this issue for you right now, it could be due to unsupported content you've entered into one or more of the issue fields

Steps to Reproduce

1. Install Portfolio (3.6.0)
2. Create a Jira Software Project with Sample Data
3. Add the JPO Target Start and Target End fields to the Create/Edit/View screens to the project
4. Create a new user account
5. Ensure that this account has Browse Project / Create Issue permission but not Edit Issue permission
6. Log in as the new user account
7. Create an issue and set JPO Target Start and Target End fields
8. The creation of the ticket will fail with an error

You should be able to create an issue

Actual Results

You receive the following error when trying to create an issue

"We can't create this issue for you right now, it could be due to unsupported content you've entered into one or more of the issue fields. If this situation persists, contact your administrator as they'll be able to access more specific information in the log file."
