Bulk Edit of "Label type" custom fields should be the same as bulk edit of labels

      Issue Summary

      When bulk editing labels, they can be additive or replacing (from JRASERVER-24118) but custom fields that are "label type" do not have the same options

       

      Steps to Reproduce

      1. Create "label type" custom field
      2. Add to applicable screens
      3. attempt bulk edit of field

      Expected Results

      The custom field will give edit options similar to "label" system field

      Actual Results

      The bulk edit option only allows overwrite
