Requesting Jira Data Center support certificate based client authentication as described in RFC 8705.

Within certain organizations, it would be very convenient to be able to authenticate users with x509 certificates.

Implementation would require custom OSUser providers to:

check client certificate for:
- revocation
- validity
- identity
map the certificate to a JIRA username (CN to username?) and proceed with normal authorization
