Currently the user language sets the decimal separator. It would be useful to retain the current behavior and on top of it allow:

Allow administrators to set a default decimal separator for all users.
Allow each user to set their own decimal separator from their profile, independently from their selected language.

In this way, for example, users would be able to switch to English, and still use comma as a decimal separator.
