Provide an option to enable/disable cross commenting for the JIRA Core mail handler

      Currently, if user in mail subject references some other issue from other project (which is not bound with particular mail handler), incoming mail will leave a comment on this issue ticket (cross commenting).

      There should be an option to allow users to switch between the two behaviours, to better suit their organization's use case.
