Unable to grant permission Bulk Permissions to a User for Categorised Project

Summary

When we navigate to a user profile and try to grant him all the permission for a Project category we are unable to do so while it is possible to grant the same for Uncategorised Project.

Steps to Reproduce

1. Go to project Setting > Details and associate it with a category.
   
2. Navigate to Setting > User Management
3. Using the 3 dots (beside Edit) click "View project roles"
4. Click Edit Project Roles
5. Try to click on the checkbox in the project category.

Expected Result

All the projects for the under the particular role should be selected as it happens when we check in the Uncategorized row.

Actual Result

No project is select from the Categorised Project.
