As a Jira admin, I would like to disable/restrict REST calls to the instance.

      Problem Definition

      Currently it is not possible to disable/restrict remote REST API calls

      Suggested Solution

      Grant admins the ability to disable/enable or restrict this on a need basis.

            Rate Limiting is quite unreliable though because in our testing if you log into Jira via browser and then do a REST call via this browser, you will not be rate limited at all.

            Seems like as long as the session cookie is reused, you are not rate limited.
