Today any user can access JIRA using REST API, it will only respect the user's permissions to perform any actions in JIRA.

It would be great if we can define which users can access JIRA through the REST API, so we can limit the authentication for just a few.

Another good option would be define which machines (IPs) can access JIRA through REST API.
