      Notes

      The notifyUsers parameter was added to REST calls that update issues in Jira 7.2.0. This parameter is ignored when transitioning issues via rest/api/2/issue/<issueIdOrKey>/transitions?notifyUsers=false

      This feature would be useful for the same reason it's useful for updating issues. Under certain use cases, issues need to be transitioned without notifying all users associated with the issue.
