Ability to disable automatic index copy from another node during startup

Current State:

In JIRA Data Center a node starts and detects a problem with its copy of the index. The node will request a copy of the index from another node.

• Another node will make a backup zip file of the index and place that file into the shared home. The node that needs the copy will then retrieve the copy and restore that copy.

This automatic process will happen if a node is a member of a JIRA Data Center cluster. The automatic process cannot be disabled.
You may not need to wait for index copy to finish, for example: you want to run Full-reindex at this node when cluster don't have valid index.

Suggested Change:

Allow an admin to disable the automatic copy so that JIRA can be started without triggering the index backup on another node.

• The admin will then manually initiate the index copy using the option on the index administration page.
