Summary
If the default language is set to a language that is not English (US or UK), and if an issue is created without attachment, when we try to edit the issue, the attachment button is missing.
Steps to reproduce
- In JIRA, go to ⚙ > System and change the default setting to Spanish
- Create an issue in JIRA without adding any attachment
- Click on the "edit" button and try to add an attachment to the ticket

The button to browse for attachments should be available, as it's the case with the English language setting:
Workaround
2 possible workarounds:
- Drag an drop an attachment to the ticket. After the attachment is added, click on "Edit" and you'll see that the attachment button in now available.
- Change the language to English (US or UK)
