Development Panel would not show if JIRA is started before any of the connected Development Tools application

      Hi everyone,

      We have recently reviewed this issue and the overall interest in the problem. Since the issue hasn't collected votes, watchers, comments, or support cases from many customers during its lifetime, it's very low on our priority list, and will not be fixed in the foreseeable future, i.e. in next 6 months.

      Although we're aware the issue is still important to those of you who were involved in the conversations around it, we want to be clear in managing your expectations. The Jira team is focusing on issues that have broad impact and high value, reflected by the number of comments, votes, support cases, and customers interested. Please consult the Atlassian Bugfix Policy for more details.

      We understand how disappointing this decision may be, but we hope you'll appreciate our transparent approach and communication.

      Atlassian will keep the issue open and continue to watch this issue for the further updates.

      Summary:

      This is related to the KB Development Panel Missing When Viewing Issue Cause No.3. While the Admin could always refresh the connection through the Project Settings, there still cases that it won't be that easy like:

      1. JIRA Admin is away at that time or in different time zone.
      2. There are multiple projects that are connected to Development Tools and we need to refresh it one by one

      JIRA should have a service that will automatically update the cache as soon as the Development Tools is reachable if this was the cause rather than having an admin manually update it.

      Steps to Reproduce:

      1. Integrate JIRA with Bitbucket.
      2. Make a commits through Bitbucket Repo that mentions JIRA tickets inside.
      3. Confirm that JIRA showed the related commits.
      4. Stop both instances.
      5. Start JIRA only.
      6. Wait around 5~10 Minutes and start Bitbucket.
      7. After Bitbucket is up and running, check the "Application Link" page to see that the status is "Connected".
      8. Check the commit mentioned tickets in JIRA.

      Expected Result:

      • JIRA to show the Development Panel with the commit.

      Actual Result:

      • No Development Panel is showing on the ticket.

      Notes:

      • Tested with JIRA 7.8.0 and Bitbucket Server 5.8.0
      • I've waited for more than 1 hour to check whether JIRA able to solve this by refreshing the page from time to time and in which it is not. It will show the old Source tab asking for authentication instead.
      • Even after authenticating, the Development Panel still not showing rather, the information will be shown in the Source tab what has been long deprecated.
      • Without the Admin help to refresh the Development Panel, users would not able to view the commits/builds
      • If this were a cache issue, JIRA should just show the panel with the old commits and mention about it that it needs Admin to refresh it rather than silently hide it.

      Workaround:

      • Navigate to Project Settings > Development Tools > Click Refresh
