      Summary

      When a user navigates to JIRA during a foreground re-index, the johnson page shows the "JIRA had problems starting up" title which is misleading.

      Steps to Reproduce

      1. Perform a foreground reindex by selecting the "Lock JIRA and rebuild index" option from the reindexing options.
      2. Another user accesses JIRA during rebuild index
      3. The page will show the "JIRA had problems starting up" title.

      Expected Results

      The page shows a title the clearly indicates that JIRA is re-indexing.

      Actual Results

      The page shows the "JIRA had problems starting up" title.
