Allow Configuration of the Number of Workflow Transition Buttons per project, and from the UI

      It is currently possible to configure the number of workflow transition buttons by editing the jira-config.properties file and adding the following parameter, where X is the number of buttons:

      ops.bar.group.size.opsbar-transitions = X

      This setting applies to the whole instance, so it is not possible to configure this number per project.

      It would be helpful if we could configure this number from the UI, and per project.
