Allow Configuration of the Number of Workflow Transition Buttons Through the UI

      Per http://confluence.atlassian.com/display/JIRA/Configuring+Workflow#ConfiguringWorkflow-Changingthenumberoftransitionbuttons one has to edit the jira-application.properties file to modify the number of workflow transition that show on issue screens. This request is for the ability to modify this behavior in the admin UI.

      It would also be beneficial if customers could change the Ops Bar Action icons in addition to the workflow transition buttons. I.E. be able to view 'clone' or 'attach files' as a button instead of in the list of it's a heavily used function.

       

      Note: 

      1. Modifications in the  jira-config.properties file is not supported in Cloud.
