Problem definition

The time of an evaluation license to be expired is unpredictable. Some evaluation license might even expire a day earlier than the expected date.

Steps to reproduce the issue

1. Generate a few evaluation licenses for Service Desk in different time zones.
2. Apply the evaluation license in Jira.
3. Change the server date to the expiry date of the evaluation license.
4. Adjust the server time to estimate the time that the evaluation license gets expired and cause https://jira.atlassian.com/browse/JSDSERVER-3217. Note down the estimated time.
5. Repeat steps 2 - 4 with another evaluation license.

Expected result

The evaluation licenses stop working only on next day of the expiry date.

Actual result

The licenses might expire a day earlier or any time on the expiry day.
