Jira should read from FreeIPA a flag to make users inactive

      Summary

      Users disabled in FreeIPA is not deactivated in JIRA. It seems JIRA isn't able to detect the flag which FreeIPA uses for disabled users.

      Suggestion

      Allow JIRA to detect this so users disabled in FreeIPA will be deactivated in JIRA.

      Based on this comment, FreeIPA uses the nsAccoutnLock attribute
