Code block breaks ordered list when saving comments

Steps to Reproduce

1. Start a new comment.
2. Create a numbered list with multiple line items.
3. In one or more line items in the numbered list, include a code block.
4. If using visual editor, notice that there is one contiguous numbered list.

Example:

# line 1
# line 2 (include a code block here)
# line 3
# line 4

Expected Results

Only one numbered list is created, as seen in the visual editor.

Actual Results

Multiple separate numbered lists are created. (If using visual editor, what you see is not what you get.)

Workaround

Edit the comment and save with text editor selected.
