Mail Handler To Ignore Certain Mails After It Has Failed X Number of Times To Create Issues

Problem Definition

There are situations where JIRA's Mail Handler can't create issues by Email, such as encoding issues. Currently, JIRA will repeatedly throw the same error in the logs until the message is removed or processed.

Suggested Solution

We can reduce the length of the logs and by eliminating unnecessary logs by setting a limit for number of errors for each mail failed message.
