Rich Text Editor 'Text' editor will become greyed out if clicked on first when clicking on the Comment button

Summary:

When pressing on the Comment button, if you click the 'Text' option first, the 'Text' and 'Visual' options become greyed out and you can no longer switch between them.

Environment

Able to reproduce on https://jira.atlassian.com and JIRA 7.3.5

Steps to reproduce

1. Open up any Issue
2. Make sure the 'Text' tab is the option style selected.
3. Reload the page.
4. Press on the Comment button
5. Click the 'Text' option in the Rich Text Editor first.

Expected results

You can access the Text style of the Editor just fine.

Actual Results

The option becomes greyed out for both the Visual and Text editor and you can no longer switch between the two.

Workaround

Reload the page or click on the Visual editor first and toggling between the editors back and forth will work just fine.
