Bulk Create Csv - Rounding time tracking estimates

      When I import an CSV file to create issues on Jira Data Center (Menu: Issues > Import Issues from CSV) the Original estimate time set on the sheet is rounded in Jira.

      Exemple:
      when default unit is Hour, values below 3600 are rounded to 0.

      Please check this error.

      Note: this bug only occurs when you select HOUR as default time tracking value.
