      Problem Definition

      As an JIRA Administrator I want JIRA datacenter health-check to change reply status code and not only reply body JSON.
      Currently JIRA DC will return 200 also in case of Maintenance:

      < HTTP/1.1 200 OK
{"state":"MAINTENANCE"}

      Suggested Solution

      Change the reply status code to 503.
