Issue Description
Administrators should have the ability to restrict access to the System dashboard which by default is available to the public.
Workaround
A workaround consists in using the dark feature mentioned in the ticket JRASERVER-65521, since this dark feature will automatically redirect unauthenticated users from the System Dashboard to the login page, making the System Dashboard non visible to anonymous users.
