Suggested Solution
Remove the information regarding the 64 JDK: "You cannot run JIRA as a service on a 64-bit operating system if you require allocating more than 1.5GB of memory, due to 32-bit JDK memory limitations and 64-bit JDK/Tomcat service issues."
Why this is important
Confuses users and sets the false expectation that an install failure might be a result of the above.
