      Problem Definition

      If customer doesn't receive 'Issue Assigned' notification, they will still be notified of the assignee change if they have 'Issue Updated' notification.

      Suggested Solution

      Don't send 'Issue Updated' notification if 'Assignee' is the only field updated.
