Problem Definition
Currently, any emails sent by Confluence Cloud only access users to JIRA Cloud will not be picked up by JIRA as the users don't have application access to JIRA though there is Default Reporter configured in the incoming mail handler:
Cannot create issue due to invalid license: [Sorry, you can't create any issues right now, as you need to have access to a JIRA application to be able to create issues. To gain application access you need to be a member of a group assigned to an application.]
Suggested solution
Allow issue to be created by using Default Reporter as per how JIRA does for all the senders that are not in its database.
