Summary

Whenever the default resolution in JIRA is deleted or editted, it will reappear once again whenever a new project is created.
This pose problem if user want to edit the resolution to a native language, where after the change, there will be a duplicated resolution shown in the resolution selection box

Steps to Reproduce

1. Rename the 'Duplicate' resolution to 'Duplikat'
2. Create a Project

OR

1. Delete the 'Duplicate' resolution
2. Create a Project

Expected Results

1. There will only be 'Duplikat' resolution shown and 'Duplicate' no longer exist

Actual Results

1. The 'Duplicate' reappears
