JIRA recreates deleted resolutions whenever a new Project is created

      Summary

      If it doesn't already exist, resolutions will be created whenever a new project is created. Some customers do not want the resolution and deletes it. The problem is it keeps on getting re-created whenever a new project is created.

      JRA-41154 has been raised, but that ticket is for documentation to be updated about it. This ticket is to remove this functionality

      Suggestion

      Stop re-creating resolution that are deleted
