Problem
JIRA currently uses the base url to retrieve gadgets which has recently been causing alot of broken gadgets due to this issue :

Suggestion

Allow JIRA to communicate to itself using a localhost
Allow JIRA to call the gadgets using a 2nd base URL which can be configured to be localhost
Allow JIRA to be configuted with Multiple Baseurl
