Issue navigator doesn't list out all options for fields

Summary

Issue navigator doesn't list out all options for fields anymore. This recently affecting Epic Link field. Without knowing the wordings for the epic links, it is very difficult to get all links ticked to generate result/report in issue navigator.

Now the auto-complete will give users "Continue typing to refine further".

Previously

Users were able to scroll down the options after typing a few characters for refined search.
