Change Default Reporter field description to include how it works

      When configuring a mail handler the Default Reporter field is shown and this field includes a description "Start typing to get a list of possible matches."

      In JIRA 7 the default reporter is only used when the 'From' address is unknown to JIRA. This is not clear to administrators who are configuring the mail handler.

      Suggested Resolution:

      Change the description to the following (or something similar)

      Start typing to get a list of possible matches.
Used if a message comes from an unrecognized address and Create Users is not selected. 
The existing JIRA user will be used if the 'From' address is recognized by JIRA.
