      Steps

      1. Turn off Inline Edit in the General Configuration
      2. Visit a view issue page
      3. Click on a field, e.g. priority

      Expectation

      Nothing happens. Not possible to do Inline Edit because it is turned off.

      Reality

      The field can be inline edited although setting is set to off in the General Configuration.

      Notes

      The bug is not present in JIRA 6.4.9, but is present in JIRA 7.0.0.
