As a JIRA Administrator, I want to edit shared filters that are owned by other users.
Currently a shared filter can only be edited by the shared filter's owner, not even a JIRA Admin can edit one. However, a JIRA Administrator can:
- Change the owner of the filter to themselves
- Modify and save the filter
- Change the owner back to the original
This is a tedious workaround to something JIRA Administrators should be able to do without extra steps.
