"Activity Stream" and "Road Map" not visible to unauthenticated users

    Description

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      We used to have a System Dashboard with useful information for unauthenticated users. That included "Created vs. Resolved", "Activity Stream" and the "Road Map" gadgets. But now only the "Created vs. Resolved" is shown (http://mariadb.org/jira), to see the rest one has to log in.
