Delete Issue, Comment, Attachment should only change the object state

      I think it would be a good idea that the "delete" operation should not physically delete an object in the database but only set the object state from valid to deleted. So the action can be reproduced.

            I find it also helpfully if the "deletion" of an attachment only changes the state of the attachment but does not delete the file.

            The same approach would be very good for users. Users which have left the company should stay as the reporter and commenter, but should not be selectable in the assign to list.
