Create Issue handler incorrectly assigns to cc:

      We have a project set up to create issues from email. This particular project leaves issues unassigned by default. However, if someone sends a message to the new issue inbox and cc's someone else, that other person will become the assignee. I looked in the doc and didn't see anything about assigning issues based on cc.
