Missings french translations and typos

Here is a list of translations "problems" I noticed for the french translation of jira 3.0:

• tooltip on general help not translated
• Issue types and priority not translated
• Capital letters not accented (I think they should, but that could be a regionalism)
• In issue creation, "Contexte" could be used instead of "Environment"
• In issue details:

• the date shows "Today"
• All -> Tous
• Emails -> Courriels
• Status -> Statut
• (Not sure about this one Workflow -> Flux des interventions
• Clone -> Dupliquer

• Workflow actions not translated in issue details
• Description of "Vote" not translated
• Untranslated text :
  "There are no entries against this issue."
  "There are no emails on this issue."
• When entering a comment:

• Comment by -> Commentaire de la part de
• Delete -> Détruire

• "Clone" screen not translated
• "Add attachment" screen not translated
