Separate Administrator Role and Project Management

      Currently the "Admin" role is the only role available that can do Project Management related tasks. Any stream may have several components with each having its own DEV Lead which need the permission for doing Project Management task such as create version and component.

      My proposal is to separate the "Admin" role into two parts, "Admin" which has all permissions and "Project Admin" which will have only Project Management permissions but will not have site level permissions.
