Improve error when workflow has missing add-on

      Problem Definition

      If you set up a workflow that has a post-function referring to a particular add-on, for example the HipChat for JIRA add-on and then disable that add-on you get the following error when trying to transition the issue where that post-function exists:

      Could not load FunctionProvider class

      This should either not fail, or should more gracefully fail so that customers can solve the problem themselves.
