Provide a Splash Screen in JIRA to notify user

      As a JIRA administrator, I would like to give a heads up or information to my user about the transition that they are performing. Therefore, a splash screen or a configurable empty screen before a screen (e.q Default Screen) is shown on the screen is favorable.
